The Australian skipper has secured 309 wickets in 71 five-day games with an average of 22.10.
Australia's selection chief the selector has declared that captain Pat Cummins will be a central figure in the upcoming Ashes series.
Speculation had been growing that the veteran bowler might be unavailable due to a persistent back stress problem that remained unresolved.
Previous updates from the squad suggested no final decision had been made regarding his involvement, with the extended contest set to start on the 21st of November in the WACA.
The selector shared that the captain is progressing and remained hopeful about his chances of participating.
"We're aware that time is getting short and various factors at play, not just the physical problem, but further aspects," Bailey remarked.
"The outlook is good. [We are] really confident that he will feature a major part. Hopefully starting in Perth. Should that not happen, we'll adjust."
Previous Setbacks
He was sidelined the ODI and T20 games against both Asian and Trans-Tasman rivals recently after medical tests showed a lower back issue.
Previous incidents include of back injuries, with flare-ups in multiple past seasons forcing him out of multiple domestic campaigns in four years.
The bowler mentioned he would be ""aggressive" and "take risks" in his recovery plan to ensure his availability for the Ashes.
He mentioned that it was unclear if Cummins had begun bowling as part of his recovery but conceded it was "pressing" for him to recover fully for the initial match.
Alternative Arrangements
In case of absence, former captain Steve Smith will take over the captaincy.
Versatile player Green was recently pulled out from Australia's squad for their ODI contests against India as a preventive step because of an abdominal issue.
Bailey described it as a "slight concern and stated that he's scheduled to appear in the domestic first-class competition, so will be "ideally positioned to resume bowling."
"Extensive planning has gone into building out the plan for him to be available for the first Test as an all-rounder," he elaborated.
"His involvement was limited to the starting games regardless. How he handles the cricket bat in white-ball cricket, if it causes any delay for 24 more hours, we opted to adopt a safer strategy."
