AI Chatbots Provide ‘Unreliable and Biased’ Voting Advice, States Dutch Watchdog

AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democratic processes just over a week before the country’s general election.

Study Shows Consistent Bias in Chatbot Recommendations

The four chatbots evaluated by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the regulator noted in a analysis released ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, despite the fact that the voter’s query precisely aligns with the stances of these parties, the report indicated.

Official Warns Against Relying on AI Assistants for Voting Guidance

The deputy head of the AP, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their political views, she added.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”

Election Context and Political Landscape

Netherlands citizens vote on 29 October in an election that will be closely watched across the continent for the performance of the PVV.

The right-leaning group of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA seems to be closing, with numerous electors yet to make up their minds.

All major parties have rejected a coalition with the PVV, implying the party that comes second is most likely to supply the future head of government.

Inadvertent Prejudice Linked to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
